Assignment Background This UNV assignment is part of the UNICEF Project/Flagship Programme initiative. For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote child survival, protection and development. As the world’s largest provider of vaccines to developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation and AIDS. UNICEF is funded entirely by voluntary contributions from individuals, corporations, foundations and governments. Provides professional technical assistance and support for project design, planning and implementation, management and evaluation of projects/programme activities, data analysis and progress reporting under the supervision of the Chief Field Office (CFO) in South Lebanon and the Nabatean Field Office to support the achievement of project goals and objectives. Within the scope of delegated authority, under the supervision of the CFO and with the technical support of the Country Office Programme Specialist (Local Governance), the UNV Project Officer is responsible for the overall Local Governance/Child Rights Governance project/programme activities. Key results influence the overall performance of the Country Office and the success of the implementation of project/programme activities. Accurate project monitoring and advice, data input and information presentation ensures sound project decisions.  In addition to duty station specific vaccination requirements, appointments require confirmation of full vaccination against SARS-CoV-2 (Covid-19) approved by the World Health Organization (WHO), which must be met prior to acceptance of appointment. It does not apply to UN Volunteers working remotely, who are not expected to work or visit UNICEF premises, project delivery locations, or directly interact with communities UNICEF works with, or travel to UNICEF to perform functions during the contract period. Assignment Description Under the supervision of the Chief Field Office (CFO) in South Lebanon and the Nabatieh Field Office, UN Volunteers will perform the following duties:


• Advocacy and Capacity Support: Conduct dialogue, advocacy and capacity building with selected municipalities, unions and governors on local governance, child well-being and rights, social responsibility, disaster risk reduction, multidimensional vulnerabilities, challenges, and opportunities and initiatives to address these issues at the local level.  • Concept Note and Terms of Reference: Support the development of Notes and Terms of Reference (TOR) for strengthening local systems, DRR (Disaster Risk Reduction)/DRM (Disaster Risk Management) capacity building and other relevant localized initiatives at the municipal and/or provincial level. • Local Data and Evidence: Support the identification and updating of findings on child-related issues and priorities at the municipal level through local data generated in coordination with UNICEF Planning, Monitoring and Evaluation (PME), departments and other agencies/partners (e.g. Municipal Snapshots, Community Profiles, Surveys and Studies for the Southern Suburban Union Five-Year Plan), workshops, community consultations, etc. • Local Policies, Plans and Budgets: Support the development of child-friendly local plans and programs with priority municipalities and unions in the South and Nabatieh with support from UNICEF departments to increase children’s access to services. • Programme Quality and Relevance: Work closely with the UNICEF Programme Officer and CFO in the South and Nabatieh Field Offices to coordinate the plans and activities of implementing partners and contribute to the local plans and activities of municipalities and unions.  (e.g. child friendly spaces, MSCC, mental health spaces, PSEAH mechanisms, inclusiveness, accountability to affected populations, Qudwa initiative, disaster risk reduction strategies and plans, etc.) in the South and Nabatieh governorates. • Community participation and engagement in local decision making: Support selected municipalities and unions in the South and Nabatieh governorates to empower their communities through empowerment
